Actually, I have had this conversation with one of my Brazilian friends. When we say "actually", we mean "actually" and even "in fact"... but, if someone says "in fact..." then I am waiting for what follows to be fairly important!
Examples- "Actually, I already went there today." "In fact, at least 100,000 people were killed in that tsunami." But there is no set rule for this. It is something that I have noticed to be true most of the time.
